Responsibilities:
- Manages Procurement of Goods and Services (PGS) teams responsible for agency-wide contracts and procurement (excluding public works), delivering results in relationship to policy, operations, training, and compliance activities ensuring long-term operational effectiveness.
- Manages the PGS team responsible for the agency-wide purchase card program accountable for delivering results in relationship to policy, operations, training, and compliance activities ensuring long-term operational effectiveness.
- Provides expert-level consultation and guidance to executive, division, region, agency managers, and staff on the development of contract language, use of agency purchase cards, legal sufficiency, and best practices.
- Provides analysis and advice for unknown and unexplored areas of procurement and contracting with broad agency impact that involves consequences of significant risk.
- Provides management and guidance on the development and evaluation of complex contracts for assessment of performance measures, outcomes, and alternatives in compliance with applicable state contracting statutes, policies, and regulations to minimize substantial risk to the agency.
Ensures agency compliance with RCW 39.26 Procurement of Goods and Services, Department of Enterprise Services (DES) policy and requirements, Office of Minority & Womens Business Enterprises (OMWBE) requirements, and the Office of Financial Management (OFM) Statewide Administrative and Accounting Manual (SAAM) regarding purchase cards, and contracting and procurement activities.
Required Qualifications:
- Expert knowledge and experience in the areas of contract law, contract development, negotiation, and administration along with generally accepted accounting principles and audit/compliance protocols.
- Expert knowledge and experience with government procurement rules, processes, and best practices.
- Ability to manage multiple agency-wide programs that provide extensive statewide business operation services and regulatory control that are fundamental and central to the mission and business purpose of the agency.
- Ability to manage and lead the work of professional-level staff.
