POSITION OVERVIEW
Counsel for GreenLatinos Colorado plays a critical role in advancing regulatory and legislative strategies that promote environmental health, clean energy, and justice for disproportionately impacted communities. This position involves drafting regulatory legal documents, representation in regulatory rulemakings, legislative language review, direct lobbying, policy development, research, and collaborative advocacy with diverse stakeholders. The Counsel will provide leadership within the Colorado environmental community, develop comprehensive advocacy materials, and act as a spokesperson for GreenLatinos on key regulatory legislative issues. Additionally, they will supervise legal and legislative projects and work closely with both internal teams and external partners to influence the regulatory and legislative processes and ensure the organization’s goals are translated into policy.
KEY RESPONSIBILITIES
Legislative Strategy & Advocacy (30%)
- Collaborate with partners, including litigators to identify key goals that promote environmental health, clean energy sources, and justice for disproportionately impacted communities, and then work with our partners to implement legislative strategies that achieve those goals.
- Drafting regulatory legal documents and serving as representation in regulatory rulemakings. Agencies that are included, but not limited to are the Colorado Department of Public Health and Environment, Colorado Public Utilities Commission, Colorado Energy and Carbon Management Commission, Colorado Department of Transportation, Colorado Department of Natural Resources, Colorado Energy Office, Colorado Department of Agriculture,
- Review legislative bills and policy from the Colorado legislature, the Governor’s Office, and key administrative agencies and commissions, including Direct Lobbying.
- Develop advocacy materials, including, but not limited to, legislative and policy memoranda, reports, briefing papers, letters, fact sheets, memos of support, action alerts, and blogs.
- On occasion, the ability to work evening and nighttime hours when legislative sessions run long.
Policy Development & Research (30%)
- Research and analyze proposed legislation and policies, sometimes with the assistance of internal policy analysts, litigators, and/or program associates.
- Draft new legislation and policies, as well as amendments to existing laws and policies.
- Track and analyze legislation and policy initiatives relating to priority issues.
- Testify in support or opposition of priority legislation proposed each session.
- Participate in select stakeholder processes convened by administrative agencies.
Leadership & Collaboration (20%)
- Work with GreenLatinos’s staff as well as other state advocates to share relevant information and strategies.
- Contribute to the GreenLatinos Colorado strategic planning efforts.
- Work with our communications team on media outreach efforts.
- Maintain a leadership position within the Colorado environmental community on priority issues.
- Serve as spokesperson for GreenLatinos Colorado on priority regulatory and legislative issues.
- Educate GreenLatinos Staff and partners on administrative law and legislative procedures relevant to advocacy campaigns.
Project Management & Communication (20%)
- Assist in the management of projects performed in connection with legislative and administrative issues by associate attorneys, assistants, interns, or contractors.
- Develop strategic communications regarding workflow, including fact sheets, email and social media content.
REQUIRED QUALIFICATIONS AND TRAITS
- Bachelor’s Degree required. JD required must be in good standing and have an active status to practice law.
- At least five years of policy and legal advocacy experience.
- Demonstrated knowledge of administrative law, preferably in both Federal & Colorado law.
- Demonstrated experience working with, and influencing, the legislative process in a collaborative environment with numerous stakeholders.
- Demonstrated experience working with the legislative process, including the ability to translate organizational priorities into legislative language and implement effective lobbying strategies, often with partners, to ensure passage into law.
- Ability to handle multiple tasks and projects on firm deadlines.
- Excellent writing and oral communication skills.
- Must be detail-oriented, with good organizational skills.
- Proven ability to work in coalitions and with allies.
- Entrepreneurial and creative spirit with proven ability to work independently and proactively.
- High levels of emotional intelligence and strong interpersonal skills.
- Demonstrated awareness and sensitivity to the needs and concerns of individuals from diverse cultures, backgrounds, and orientations.

Preferred Qualifications
- Experience with scientific or technical issues related to oil and gas, the electric sector, climate, energy, and/or environmental justice issues.
- Proven track record of lobbying on legislation that has been passed into law.
- Experience working with environmental justice organizations and communities.
- Ability to speak, read, and write in Spanish.
- Experience appearing as an organizational spokesperson in a variety of media outlets.
COMPENSATION
Salaries at GreenLatinos are determined by experience level and location. Salary in Denver: $116,200 – $129,100. GreenLatinos also offers a comprehensive benefits package that includes 100% employer-paid dental, health, and vision benefits, a retirement plan with employer contribution (up to 6% match), all federal holidays off, up to four weeks of paid vacation per year, and up to four weeks of sick and family leave, on an as-needed basis.
